Responsive designs will adjust to screen size. To test responsive designs you can resize your browser window. If the elements on the page resize and move to fit the browser window, it is responsive. While this does not have the consistancy of a dedicated site for both desktop and mobile it does allow the site to be mobile friendly and display across a wide variation of screen sizes (phone, tablet, and desktop)
